Position: Housing Standards Manager
Location: High Street, Esher, KT10 9SD
Start Date: ASAP
Contract Duration: 3+ Months
Working Hours: 36 hours per week
Pay Rate: £ 35.54 Per Hour

Job Responsibilities
Lead and manage the Housing Standards Team, ensuring effective service delivery and high performance
Oversee allocation of workloads, case management, and quality assurance of all casework
Deliver coaching, supervision, and professional development for team members
Develop, implement, and review housing enforcement policies and procedures
Manage housing complaints and requests relating to poor housing conditions
Oversee Housing Health and Safety Rating System (HHSRS) inspections and enforcement actions
Take appropriate enforcement action, including improvement notices, prohibition orders, civil penalties, rent repayment orders, and prosecutions
Liaise with Legal Services and represent the council at tribunals or court hearings when required
Ensure compliance with Houses in Multiple Occupation (HMO) licensing requirements
Manage the Housing Financial Assistance Scheme, including assessments, inspections, and budget oversight
Oversee Caravan Site Licensing, including inspections, licensing decisions, and compliance monitoring
Lead the Empty Homes Strategy and work to reduce long-term empty properties
Oversee ICT systems used within the service and support system improvements
Monitor and report on service performance to senior management
Maintain accurate records and ensure strong data management practices
Promote safe working practices, including lone working procedures and risk assessments
Work with internal teams and external agencies to safeguard residents
Engage with landlords, tenants, and agents to promote compliance with housing standards
Respond to FOI requests, complaints, MP enquiries, and Ombudsman cases
Lead on energy efficiency initiatives and compliance with relevant legislation
Ensure service adapts to legislative changes, including the Renters Rights Act 2025 and other housing regulations
Person Specification
Must-Have Requirements
Environmental Health degree or equivalent qualification
Certificate of registration with CIEH or equivalent professional body
Basic DBS check
Full UK Driving Licence and access to a vehicle
Legal right to work in the UK
Minimum 5 years’ employment history with references
Professional indemnity and vehicle insurance
Experience working within a local authority
Experience using HHSRS in a housing or environmental health setting
Experience inspecting residential properties and identifying hazards and defects
Experience managing staff, including performance and supervision
Strong knowledge of housing and environmental health legislation
Ability to carry out property inspections and prepare reports and schedules of work
Strong communication, organisational, and time management skills
Ability to manage caseloads using ICT systems and Microsoft applications
Nice-to-Have Requirements
Experience managing housing grants or financial assistance schemes
Experience operating HMO licensing schemes
Experience managing budgets
